Microsoft’s Virtual WiFi Miniport adapter has been finicky. 5.1.22.0’s implementation of SoftAP (hosted network) is one of the few that works without requiring registry hacks or reboots. Many open-source projects (like Linux hostapd ports for Windows) specifically recommend this driver version.
