For years, PS4 emulation was considered a joke. The PS4's x86 architecture (similar to a PC) theoretically made emulation easier than the PS3's complex Cell processor, but encryption and system-level security proved massive hurdles.
That changed in late 2023 and 2024 with the development of ShadPS4.
PS4 games are encrypted with console-specific keys. You must dump your own console keys from your jailbroken PS4 (using tools like PS4 Key Finder). Without the correct keys, the game will not boot.
