Download Modern Warfare 3 English Language Pack Now

If you own a legitimate Steam copy but the language options are locked:

Navigate to: %localappdata%\Activision\Call of Duty Modern Warfare 3\players\

Open config.cfg with Notepad.

Find the line: seta loc_language "0" or seta loc_language "7" (values change by region).

Change it to: seta loc_language "2" (2 usually stands for English). Download Modern Warfare 3 English Language Pack

Save the file. Then right-click config.cfg > Properties > Check "Read-only". This prevents the game from reverting to your regional language.
