Seniority is absolute. If there are 1,200 officers, No. 1 is the senior-most. Your number will not change unless a court orders revision.

The Indian Railways is currently migrating all cadre management to a centralized online system called iRail (Integrated Railway Information System) . For the IRSS seniority list, this means:

A typical IRSS seniority list, published by the Railway Board’s Establishment Directorate (ME-I or ME-II), contains the following columns:

The list is paginated and runs into hundreds of pages. The top of the list will show officers in HAG+ scales – Members and Advisors to the Railway Board. The bottom includes officers on probation. Seniority is absolute
Request from your Zonal Railway’s Personnel Branch. Each zone is given a copy by the Board.
Warning: Beware of unofficial websites claiming to offer the "latest IRSS seniority list 2025" for a fee. These are often scams or outdated lists scraped from RTI replies. Always verify with a government domain (.gov.in).

Seniority is generally determined by the date of continuous officiation in a grade. For direct recruit IRSS officers (selected via UPSC Engineering Services Examination), seniority follows the order of merit in the exam, subject to joining and training completion dates.
For promotees (from JE/Section Engineer to Group ‘A’ via LDCE – Limited Departmental Competitive Examination), seniority is fixed based on their ranking in the LDCE, but inter-se seniority between direct recruits and promotees has been a historic point of litigation (discussed in Part 5).
