Some fans have upscaled RE4 PSP textures. Search for “RE4 PPSSPP HD texture pack”. Download and place the folder in:
PSP/TEXTURES/ULUS10425/ (where ULUS10425 is the game’s ID).
Then enable Replace textures in Graphics > Texture Scaling.
