Before installing, ensure your PC meets the bare minimum. Because this is a repack, the installation process requires strong CPU performance to decompress files.

ORC originally used Games for Windows Live (GFWL) , which Microsoft killed in 2014. Older repacks would crash on launch because they couldn't phone home to the dead servers. After installation, DO NOT launch the game yet
FitGirl fixed this. Her repack includes an automatic GFWL disabler and an XLive-less emulator. You do not need to install any Microsoft patches.
Once installed, do not run the game yet. You need two minor tweaks:
Fix A: DirectX & VC Redist
Run the _Redist folder inside the game directory. Install dxwebsetup.exe and vcredist_x86.exe (yes, x86, even on 64-bit Windows). ORC originally used Games for Windows Live (GFWL)
Fix B: The Resolution Glitch
The game defaults to a resolution your monitor may not support. Navigate to:
Documents\My Games\Resident Evil Operation Raccoon City
Open config.ini. Change the following:
Resolution=1920x1080
FullScreen=false
Set FullScreen to false first. Once you see the menu, switch back to fullscreen in-game.
