Shanghai Noon is a bilingual film. Approximately 25% of the humor and plot exposition happens in Mandarin Chinese (and a small amount in Spanish during the mission scenes). The theatrical release had hardcoded (burned-in) translations for these parts.

Repack creators often retime the subtitles. In the original DVD, English and Mandarin subs appeared on screen at the same time, blocking the picture. A modern repack places the translation only when the Mandarin is spoken, often on the top of the screen (using .ass format) so it doesn't conflict with English subs at the bottom.
There is one specific scene to test immediately. Jump to Chapter 12 (approximately 58 minutes in) when Chon Wang meets the Crow Tribe.
