Forget the Knight or the White Mage. The best starting unit for Toro+7 is the Rune Fencer (or equivalent hybrid magic-physical class). Why?
Ensure you are on Toro+7 (usually unlocked after clearing Toro+6). Do not confuse this with Hard or Expert. The +7 modifier means enemies have +70% HP, +50% ATK, and a 40% resistance to all status ailments.
