This is a sensitive topic. Traktor DJ Studio 3.4.1 is abandonware. Native Instruments no longer sells it, supports it, or hosts the download. They have explicitly moved to the "Pro" line.
Recommendation: Search eBay or second-hand markets for a physical "Traktor DJ Studio 3" CD. They cost very little (often $10-$20). Install it once, then copy the installed folder to a USB drive to create your own legitimate portable version.
Disclaimer: You should only use this software if you own a legitimate license key for Traktor DJ Studio 3.xx. Piracy harms developers.

Imagine you are a mobile DJ who plays at a bar every Saturday. The bar has a house computer connected to a Pioneer mixer.

With Traktor 3.4.1 Portable:
On modern hardware, you can achieve sub-5ms latency easily. The audio engine is lean. However, note that it uses the older DirectSound architecture (unless you have ASIO). For best results, install ASIO4ALL, which wraps WDM drivers into low-latency ASIO.
Fix: Open ASIO4ALL control panel. Ensure your built-in audio device is not “In Use” by Windows. Disable exclusive mode in Windows sound settings.
