"Update your device to the latest iOS for new features and security updates."

Why? Two major reasons:
When EOL happens, the YouTube app will simply show a white screen or a pop-up: "Update your device to continue using YouTube." Google has become aggressive
The short answer is Yes, but barely. Google officially dropped full feature support for iOS 12 in late 2022 / early 2023. However, due to the massive install base of older iPads and iPhones, Google maintains a "legacy build" of the YouTube app for iOS 12.
